to use ActiveX controls as the primary method for extending the browsers
functionality, however if you are looking for cross-browser ability in a
single "plugin" you should look into the Netscape plugin API, which is
supported by IE, albeit somewhat flawed. Should you decide to author an
ActiveX control there is a wide variety of applications available, (i.e.
Visual Studio, Inprise C++ product line, etc) however if you go the route of
the Netscape plugin API you are limited to C++ language and any applications
that support it.
Check the knowledge base articles on MSDN for # Q165072 if you are pursuing
ActiveX control as a plugin. And Devedge on Netscape site if you try the
plugin API.
