It's not correct question.
Because each OS has special security features.
It's depend on tasks that you want to secure, administrator skills,
required standards and so on. You should specify area in which you want
to get maximum security level for different software platforms.

With equally competent administrators, BSD is more secure, and more
stable. It's also slightly harder to use, though, so you need to know
what you're doing to configure it properly. (I guess the same holds
true for Windows, though.)
