IIS and Services in DOS

Is there a command in DOS that allows you to see your IIS settings and/or what Services are running on your computer? I've tried Services.msc which opens the Services in an MMC window, but my testing program cannot recognize the MDIClient window.

Nope.
You can only start and stop IIS from DOS and that's pretty much it.
