Java Gui Components Not Displaying Correctly For Window Look and Feel - Advice N

Hello, I have just began designing gui applications inJava. What I have noticed is that the look and feel for windows does not show the components correctly. Such as when I Open borland Jbuilder i cannot see the graphical representation of the tab. I only see the text. The same goes for the buttons, only the text. I have some links that will illustrate what I am trying to explain.

this is the normal, metal look and feel from a gui visual design program.

It also does this for programs in java that use this look and feel that are written in java and u cannot change. Such as jbuilder, heres a pic of the installer.

The first Install I did was with the JDK 1.5.0.6(update 6). I noticed this problem and then looked at my other computer (which works correctly) had 1.5.0.5(update 5). So after I removed all traces of the first java install(update 6) I installed the older version which was(update 5). I found it doing the same thing. That is when I decided I needed help and posted.
(I fjust updated to the new update 7 and the problem is still the same.) Im not sure what this is related to so if you need hardware specs they are as follows:

Alienware M5500
Pentium M 2.0 ghz
1024 MB Ram
Nvidia Gforce 6600 go pci-x Graphics card w/256mb ram
Windows XP Home Edition sp2
