Should i start from the basics ?

I live in a South Asian 'developing country' & IT industry is still in its
nascent form in my country. I have almost completed my Graduation in computer
sciences but here the practical side of teaching lacks a lot i.e i have just
learned the basics of such languages like c++, oracle, cobol.

Now i am planning to study in the US but am confused that should i do Graduation
again to master my basics like OOP programming or do my masters from a good
American University ?

I believe what you called "graduation" is what we call undergraduate or
bachelor degree in the US. If you already have a BS in Computer Science,
you should already have all the basic foundation knowledge and you don't
have to repeat that in US.... not unless you feel there is a major
discrepancy between the curriculum in your country and US. Otherwise, I
suggest you go for the master degree.

Bare in mind that school is to teach you the fundamental knowledge. Don't
get too hang up with any particular language. Once you master your
fundamentals, you can adopt to any programming language easily.

Thanks a lot simon for the advice.Yes i am an undergraduate (BS degree program)
student, who is about to complete his degree course.
But i am not too sure of how good i am at the basics too.
Our degree curriculum included mostly the internationally recognized courses
(coz my Univ. is internationally recognized) but the level of teaching is
not upto the mark.For example , i have done my Data Structures course but
we were just told try to understand & then just memorize algorithms with
no practical applications of them.
Any way thanks i hope i make the rght decision when the time comes, also
i should be considering the fact that after doing my BS again from a US Univ.
i will have give GRE in US i.e pay alot of $ to prepare & to give the test.
While i can just do GRE sitting in my country at less cost then come to US
for MS.
