do Xerves encode different than others

If I save a file with Xerces and use UTF-8 encoding for example. If I open
the file with a text editor that can view the whole file the first three
bytes indicating encoding UTF-8 doesn't show??

If I then open it with Xerces it works.

If I use a strange encoding that Xerces understand as for example
EBCDIC-CP-US the file is obviosly encoded with this encoding.

If I open the file with a text editor that can change encoding as Notpade ot
EditPlus and set the encoding to UTF-8 the first three bytes indicating the
encoding are there.

So, can encoding be stored differently?
Do different parsers use different methods of indicating encodings?
